Pressure variances 77 Chevy with R 134

Low side pressure is at 14 psi with compressor on and near 95 psi when off. Everything is new except High pressure switch and Temp sensor. System has appx.30 oz of R 134 refrigerant and 10 oz ester oil in it now and blows cool but not cold.
I can go start it, turn on the ac and everything works for a while. When the comp cycles off it never comes back on. Can jumper across the temp sensor and it comes back on. This is one of my concerns the other is the fact that as I add R 134, the low side pressure increases above the previous level after the comp cycles off.
Can't give high side pressure as I'm using an old set of R 12 gauges (yellow hose converted to R 134) and don't have the adaptor for the R 12 Chevy fitting for the high side. Ambient temp is about 97 F.
Any tips appreciated.
